Planewide Celebration must be in hand. Phyrexian Altar must be on the battlefield. Dualcaster Mage must be in hand. You have at least one permanent card in your graveyard. Mana needed:

Steps

1. Cast Planewide Celebration by paying , choosing the first mode twice, the third mode once and any other desired mode.
2. Holding priority, cast Dualcaster Mage by paying .
3. When Dualcaster Mage enters the battlefield, it triggers.
4. Holding priority, activate Phyrexian Altar by sacrificing Dualcaster Mage, adding .
5. Resolve the Dualcaster Mage trigger, copying Planewide Celebration.
6. Resolve the Planewide Celebration copy, creating two 2/2 Citizen creature tokens, then returning Dualcaster Mage from your graveyard to your hand, then receiving the results of the remaining mode.
7. Activate Phyrexian Altar twice by sacrificing the Citizens, adding .
8. Repeat from step 2.
