The Locust God must be on the battlefield. Toothy, Imaginary Friend must be on the battlefield. Phyrexian Altar must be on the battlefield. Deadeye Navigator must be on the battlefield (is paired with Toothy). Toothy has at least two +1/+1 counters on it. Mana needed:

Steps

1. Activate Toothy by paying , blinking it.
2. When Toothy leaves and enters the battlefield, its second ability triggers, as well as Deadeye Navigator's soulbond ability.
3. Resolve the Deadeye Navigator trigger, repairing it and Toothy.
4. Resolve the Toothy triggers, causing you to draw at least two cards.
5. Toothy's first ability and The Locust God trigger for each card drawn.
6. Resolve all Toothy triggers, putting that many +1/+1 counters on it.
7. Resolve all Locust God triggers, creating that many 1/1 Insect creature tokens with flying and haste.
8. Activate Phyrexian Altar twice by sacrificing two Insects, adding .
9. Repeat.
