Otherworld Atlas must be on the battlefield. Smothering Tithe must be on the battlefield. Clock of Omens must be on the battlefield. Otherworld Atlas has at least one charge counter on it. At least two of your opponents cannot pay for Smothering Tithe's trigger.
Steps
  1. Activate Otherworld Atlas by tapping it, causing each player to draw a card.
  2. Smothering Tithe triggers for each opponent, creating at least two Treasure tokens.
  3. Activate Clock of Omens by tapping two Treasure tokens, untapping Otherworld Atlas.
  4. Repeat.
Results
Infinite card draw for all players. Infinite draw triggers for all players. Near-infinite tapped Treasure tokens.
