All permanents on the battlefield.
Orthion does not have summoning sickness. Opponents control at least three artifacts and/or enchantments.

   Steps

How does this combo work?
1
Activate Orthion's first ability by paying 1 and tapping it, creating a token copy of Dockside Extortionist with haste.
2
When the token Dockside Extortionist enters the battlefield, it triggers, creating at least three Treasure tokens.
3
Activate two Treasures by tapping and sacrificing them, adding 1.
4
Activate Altar of Dementia by sacrificing the Dockside Extortionist token.
5
When the Dockside Extortionist token dies, Orthion triggers, untapping itself.
6
Resolve the Altar of Dementia ability, causing target player to mill cards equal to the Dockside Extortionist token's power.

Repeat.

Once you have infinite Treasure tokens, you may instead use Orthion's second ability to make copies of any creature(s) you control.
