How does this combo work?

2 | Holding priority, activate Sceptre of Eternal Glory by tapping it, adding three mana of any color. |
3 | Activate The Peregrine Dynamo by paying  and tapping it, copying Tezzeret's ability, targeting Sceptre of Eternal Glory and The Peregrine Dynamo. |
4 | Resolve the copy of Tezzeret's ability, untapping Sceptre of Eternal Glory and The Peregrine Dynamo. |
5 | Repeat from step 2. |
