Steps

1. Cast Howl of the Horde by paying and sacrificing a creature with power two or greater.
2. Howl of the Horde's casualty ability triggers, creating two copies of it due to Twinning Staff.
3. Resolve each Howl of the Horde, causing you to copy the next instant or sorcery spell you cast six times.
4. Cast Phyresis Outbreak by paying .
5. Each Howl of the Horde triggers, copying Phyresis Outbreak a total of nine times due to Twinning Staff.
6. Resolve each Phyresis Outbreak, causing each opponent to get ten poison counters.
7. Each opponent loses the game due to having ten or more poison counters.
