How does this combo work?

3 | Resolve the second trigger, dealing damage to Smaug. |
4 | Smaug triggers, creating a number of 5/5 Dragon creature tokens due to Draconic Visitor. |
5 | When the Dragons enter, Dragon Tempest's first and second ability trigger that many times. |
6 | Resolve all of the Dragon Tempest triggers from its first ability, giving the tokens haste until end of turn. |
7 | Resolve the first trigger from Dragon Tempest's second ability, dealing damage to Smaug. |
8 | Repeat from step 4. |
