Steps
  1. Activate Xenagos' first loyalty ability by putting a loyalty counter on it, adding or for each creature you control.
  2. Activate The Chain Veil by paying 4 and tapping it, allowing you an additional activation of each of your planeswalkers this turn.
  3. Activate Teferi's first loyalty ability by putting two loyalty counters on it, untapping The Chain Veil.
  4. Repeat.
