Steps

1. Activate Ashnod's Altar by sacrificing Twilight Shepherd, adding .
2. Twilight Shepherd dies, triggering its persist ability, returning it from your graveyard to the battlefield with a -1/-1 counter on it.
3. Twilight Shepherd enters the battlefield, triggering its ability.
4. Holding priority, activate Ashnod's Altar twice by sacrificing Twilight Shepherd and Dockside Extortionist, adding .
5. Resolve the Twilight Shepherd trigger, returning to your hand all cards that were put into your graveyard this turn.
6. Cast Dockside Extortionist by paying .
7. Dockside Extortionist enters the battlefield, creating at least three Treasure tokens.
8. Activate the three Treasure tokens by tapping and sacrificing them, adding .
9. Activate Ashnod's Altar by sacrificing Dockside Extortionist, adding .
10. Cast Twilight Shepherd by paying .
11. Twilight Shepherd enters the battlefield, returning to your hand all cards that were put into your graveyard this turn.
12. Cast Dockside Extortionist by paying .
13. Dockside Extortionist enters the battlefield, creating at least three Treasure tokens.
