| All permanents on the battlefield (Persist Creature without a -1/-1 counter on it on the battlefield). |
Steps
How does this combo work?
1 | Activate Woe Strider by sacrificing the persist creature. |
2 | When the persist creature dies, its persist ability triggers, returning it from your graveyard to the battlefield with a -1/-1 counter on it. |
3 | When the persist creature enters the battlefield, Celes's second ability triggers, putting a +1/+1 counter on each creature you control. |
4 | Resolve the Woe Strider ability. |
5 | Repeat. |
