All Will Be One must be on the battlefield. Zur, Eternal Schemer must be on the battlefield. Glistening Oil must be in hand. You have a way to put a counter on a permanent or player. Mana needed:

Steps

1. Activate Zur by paying , causing All Will Be One to become an enchantment creature until end of turn.
2. Cast Glistening Oil by paying , attaching it to All Will Be One.
3. Put a counter on a permanent or player.
4. All Will Be One triggers, giving an opponent a poison counter and causing you to gain 1 life.
5. Repeat step 4.
