Sevinne, the Chronoclasm must be on the battlefield. Refuse // Cooperate must be in the graveyard. Ral, Storm Conduit must be on the battlefield. At least 1 instant or sorcery in hand with mana available to cast it. also available.

Steps

1. Cast the spell in your hand.
2. In response cast Refuse // Cooperate from your graveyard to copy it.
3. Sevinne, the Chronoclasm's ability triggers copying Refuse // Cooperate.
4. Copy the original Refuse // Cooperate.
5. Repeat.
6. For each copy made Ral, Storm Conduit will trigger dealing 1 damage to an opponent.
